Poter , is from the verb [potere] , wich means ''being able to'' ,''could'' or ''force'' .
"Vorrei poter andare a piedi al lavoro." ----> I wish i could go to work , on foot.
It's said like that so it would be easier to say , and because to vowels meet.
other examples :
''Io ho il potere di distruggere una casa'' ------>I have the force to destroy a house.
''Mi piacerebbe poter volare'' -------> I would love being able to fly OR I would love if i could fly''
Get it ? :D

/poter/ = /potere/.
Molto spesso le vocali finali subiscono un troncamento in italiano.
Altro esempio:
-- Tu devi far si` che queste piante crescano bene.
significa:
-- Tu devi fare in modo che queste piante crescano bene.
