It means that the things that a person is able to do OR is responsible for.
You will often read of "sphere of influence" when applied to states. In this case, it mean the things that states regard as belonging to them.

It means "within their competence", "can be classed as something within their sphere of knowledge or professional/functional obligations". You should not try try to understand "fall" without the rest of the phrase.
