【乱收费】是个抽象概念，不是某一项收费，而是对各种不合理收费的总称和形容。所以没法交“乱收费”。

"乱收费"=collect/charge fees not according to rules, often to gain unrighteous profit. "付费"=pay the fee "付(pay)乱收(charge)费" is weird, cuz it sounds like sb "pay charge the fee". doesn't make sense. if sb overly charged you or charged you for nothing, you simply say that "他们对我乱收费"(they charged fees not according to rules to me), you don't need to explicitly write the word "pay". in Chinese, if you say 收费 and if you mean that happened already, then you must have payed.
