Können Sie mir vielleicht sagen, ob Herr Meier zu erreichen ist?
In this sentence is "zu erreichen" replacable with "erriechbar"? If so is there a difference and what's it? If not why?
Does "zu erreichbar" have a more formal expression?

Yes, you can use "erreichbar", it has the same meaning. But "zu erreichbar" is incorrect. If you would like the sentence to be more formal you can change it to: Können Sie mir bitte sagen, ob Herr Meier erreichbar ist? or in a letter: Ich wäre Ihnen dankbar wenn Sie mit mitteilen könnten wo und wann ich Herr Meier erreichen könnte.

"erreichtbar" ist ein Adjektiv.
"zu erreichen" ist eine Infinitiv-mit-zu-Konstruktion.
