what does "clear the board"mean?

Presently the distinguished passengers in the rest of the motorcade would be searching for them, and in an astonishingly short period of time the switchboard would be the helpless victim of inquiries from all over the world. Until today any Dallas police sergeant had carried enough rank to clear the board. In a few minutes an incoming call from a Cabinet member would be swept aside as insignificant.

Susan612 is correct. If you are just curious about "clear the board" here though, I think it simply means to "block all other calls from getting through at that time"--so the important one is made priority.

Prior to the events of that day a Dallas police sergeant had enough authority or power for his call to be connected immediately instead of being placed on hold. That day the switchboard was so overwhelmed with calls, that even a call from someone as important as a Cabinet member(senior would be placed on hold.
