What is the difference between include and including?
I read a new as below,
These proposals include projects such as training more health workers,etc.
Whether "include" can be replaced with "including" here?

Include is a verb, and including is the present participle form. This means including needs other words to function properly, such as in the manner of a present continuous for participle phrase. You simply can't replace the verb so easily in this example.
