you have to look at what comes before and after this phrase. 'Bales, under these extraordinary circumstances, couldn't provide him with a scrambled line. Lacking security, technicians literally did not dare talk.' Here 'a scrambled line' means a secure phone line where others could not hear what was being said. Therefore the technicians literally did not dare to talk.

A scrambled line is a telephone (or radio or television) transmission that cannot be easily intercepted. The transmission is disrupted so that only a person with a device for unscrambling the message can receive it.
