I am a person that tends to forget names too, and I also think it is very impolite... I prefer to take a minute to make a mental image of the person relating him or her to another person I already know with the same name or actually write his or her name down if it is a name I am not familiar with.

No, I don't think he wanted to get to know me and I'm sure he will ask the same question again if he sees me now. Also, I'm sure he doesn't have a bad memory. He's only impolite.

I'm someone who forgets names - so I don't normally ask until I know that I will remember (usually when I know I will see that person again) Asking repeatedly (and forgetting repeatedly) is a bit strange. Perhaps they have a bad memory, but really wanted to get to know you?
