If something is heavy, it is difficult to move. If your tongue feels "heavy," you cannot manipulate it nimbly. And when you cannot move your tongue adroitly, your speech becomes slurred and unclear. Stroke patients often have the "heavy tongue syndrome" because they lose control over the movement of their tongues.
In other words, someone with a "heavy tongue" has a slurred speech pattern.
