I am a student, who has/have learned English for 17 years.

"a student" = singular (the clue is "a"), so use "has".
Another sentence is: "We are students who have learned...".
Here, "students" = plural (the clue is "___s"), so use "have".
"has" for singular, "have" for plural.

I would change it to
I am a student who has been learning English for 17 years.
