why do "interchangeably" is not defined in the English dictionary.

It is defined, but not explicitly. The adjective 'interchangeable' is defined. The people that write dictionary usually assume that the adverb form of the word means the same thing, only used as an adverb, grammatically, so why bother defining it again.
"He used the two parts interchangeably." = He used the parts as if they were interchangeable.
