I believe you are asking this question in the cases where these two expressions are noun phrases. The only difference I can think of is when you must choose between "using something" and "to use something" as direct objects. There are some verbs that accept only gerunds as direct objects and some verbs that only accept infinitives. For example, "I deny using something". I cannot say "I deny to use something". Forgive me if I have misunderstood your question.
