Meaning of 또라이 Is 또라이 used for scolding someone?? What does it mean?? Thanks in advance for answering.

돌(stone)+아이(Child) -> 돌아이(stone head child) -> 또라이(crazy person) Stone head means don't understand other people. It's thinking power is hard. He act crazy. 저 사람은 또라이다. = he is a crazy man. 또라이 is bad word. Sorry. My English is bad.
