Could you please tell me whether I can say "three persons"?
If I can,what is the difference between "3 persons" and "3 people"?

Basically, no you can't.
There was a fad a while back to use persons. I hope it never made it into any reasonable dictionary.

Actually, you can, but only if you mean individual bodies! This lift takes a maximum of 8 persons. It is not used in normal speak.

people is always by itself. you can't have 3 people, never
