In Chinese they start with the biggest unit and work backwards to the smallest so 5th of February 2013 in Chinese would be 2013年 2月 5 日.
August 31, 2013

In Chinese, the order of date is : XX year, XX month, XX day
XX 年, XX月, XX日/ XX号 (日 and 号 both are right)
5th of February 2013/ February 5, 2013 is 2013年2月5日 or 2013年 2月5号
August 31, 2013
二零一三 年 二月 五号
September 1, 2013
Beth is correct, that is unless you happen to be in Taiwan where the date will be written as follows:
102年2月5日
August 31, 2013
