Get talking. Is it equal to 'let's talking'?

Yep, they are roughly the same.
'Get talking' is more of an order. Someone is refusing to talk, you are telling them they must start talking
'Let's talk' more of a strong suggestion. Let us talk / i suggest we both talk (perhaps privately)

For my simple understanding.
Get talking means your asking someone to talk while 'let's talk' (took out the 'ing') means you want to talk to someone.
