Yes, question marks are used the same way as in English.

Yes. In Vietnam, we use question maks in writing. Feel free to use them. You can use them in your essay, and even in the introduction of the essay or thesis statement. You can use not only one but also two or three or even more to make your writing more attractive. However, be aware that we don't use them in political documents for example resolutions, treaty... For other cases, newspapers, travel brochures, stories, letters, books, catalogues....you can use them.
