When do you say "I'm doomed" in everyday conversation?
Is it the same as "I'm done"?

No, "I'm doomed" is not said in any everyday conversation that I have been a part of. It is very different from saying "I'm done." Doomed means that your fate has been decided-- there is nothing you can do to change it-- and it is not a good fate. "I'm done" just means that you have finished something or you are finished with some activity. I would avoid saying "I'm doomed," in casual conversation.
