It's kind of slang for men, used among close friends all over Japan =) Especially, young boys tend to use it. As well as it makes you sound "manly", it sounds rude sometimes. Usually, you don't speak like that way when talking to senior. If you are a fluent Japanese speaker, it will sound natural but if not, I don't recommend to use it.

I think a lot of Japanese dialects have this form though I don't know about all of them, and there are cases that boys and men use them in their daily conversations with their close people but I recommend you not to use them because they sound rough and you should take much care about who you are talking with.
