what does "poverty of expectations"mean?
What might we wake up to tomorrow that we had not anticipated? What are the dangers that we are focused on, but which may seem likely only because they are familiar? How might we expand our imaginations to break through the “poverty of expectations” that enabled surprise attacks like Pearl Harbor and 9/11 to be so stunningly successful? How can we better anticipate or at least think through some of the “unknown unknowns”?

I believe that "poverty of expectations" here describes a society that does not think the future will change for them. They do not have any expectations, in the same way that one who lives in poverty does not have any resources (money).
