What do these sentences mean?

Hey,
Both of the expressions are set to define one's notion of a guy-
The first one - הוא עשר - Hu Eser - mean "He's a ten!" (as in "from a scale from one to ten")
The second one - it's a bit more tricky - הוא אפס - LIterally - he's a zero (also, on our imagined sclae) - But saying this on someone means not only that he's low on the scale, it also shows a great personal disrespect for the peron.
It's for a male, If it was for a woman - it was Hi (היא)
