Are both "pay in cash" and "pay by cash" cоrrect?

You say "pay in cash" or even better, "pay cash". "Pay by cash" is actually not right at all, if you think about it.

both are correct. both are understood. but you will only really see <pay by cash> on the internet. people dont really say this
