A safety belt is something that I would expect to find in a car (automobile). A harness might be something that I could find where people go abseiling, are cleaning windows in tall buildings.
Safety belt tend to tie someone to a static position ( a seat ) whereas a safety harness allows movement but prevents or limits a fall.
