what does "fumble"here mean? You can’t recover the fumble unless you’re on the field. Get out there. (Tim Russert Sr.)

This is an American football reference. A fumble is when a player drops or loses the ball. Recovering the fumble means getting the ball back. Here I think it refers to fixing an error. You can't fix the error from afar; you have to be "on the field" where it occurred.
