去年 VS 昨年
what's the difference between these two words? they both mean "last year". thank you.

I never hear people say 昨年。 I don't use it, either.

Yes, they both mean the "last year". They're perfectly interchangeable in almost every context. 昨年 would sound just a little bit more formal than 去年, in my opinion :)
