공부를 해야 해요.
공부를 해야 돼요.
is there any difference in meaning or use?

Someone should correct me if I am wrong, but I think:
'공부를 해야 해요' is more of a 'I should study.'
and '공부를 해야 돼요' is more of 'I need to study.
Hopefully you get more insight into this if I am incorrect.

한국 사람인 저에게 둘은 큰 차이가 없습니다. 다만, 해야 해요는 여자들이 쓸 것 같은, 조금 강도가 약한 말로 들립니다. 해야 돼요는 남자인 제가 늘 쓰는 말로, 좀더 강한 느낌이라고 할까요...

Jest pewna mała różnica w znaczeniu, ale bym powiedział, że 해야 돼요 jest w praktyce częściej używanym wyrazem niż 해야 해요.
