하라고 해야겠다 vs 해야겠다고 했다 How 더 공부하라고 해야겠다 different from 더 공부해야겠다고 했다? I can perfectly understand the later, but not the 1st one. Are they carrying the same meaning? Thank you.

the later : I said he needs to study harder. 1st one : I'd better say he needs to study harder.
