体調を擬人化している表現です。
主語等が落ちているとわかりにくいと思いますので、追加して説明します。
例えば、Ａさんが「体調と相談しながら（何かをするつもりだ）」と言ったとします。
Ａさんは、Ａさんの体調と相談しながら何かをするつもりだというのが、文字通りの意味です。
相手と相談するということは、相手に無理強いをすることではありません。したがって、Ａさんは、Ａさんの体調を慎重に確かめつつ、無理をしない範囲で何かをするつもりだという意味になります。
