It is nice to hear from you
Hello. Thank you for answering my questions.
When can I use "It is nice to hear from you"?
Can I write it in my reply email after I received an email from a professor whom I contacted a month ago?

Hi Joy,
It is okay to say it in your email, but it's just a little awkward because it sounds like you are mocking him for taking forever to respond. Normally, I'd say it to someone who I haven't talked to for a long time - say like 3 months or so. You can just say, "Thanks for your email. How's everything?". Something like that will suffice. :-)
