If you turn heads, you get people's attention. Usually it means that man or woman is very good-looking.
If she turned A FEW (=some, several) heads, she was quite attractive. However, she turned FEW (=not many, almost none) heads, so people didn't take notice of her. As the text says, she was plain and not so attractive.
