Tiene la piel muy blanca, tiene la piel muy pálida, tiene la piel muy clara.
Es de piel blanca, piel clara, piel pálida
If you refer only to the skin of your face, then you'd say: tiene la tez muy pálida o tiene el cutis muy pálido.

I would say ''tiene la piel blanca/clara'' or ''es de piel blanca/clara'' for ''she is light-skinned'' and ''esta crema te va a dejar la piel (más) blanca'' for your second sentence.
