It is the same as in English, "no fumé" (I did not smoke), "no he fumado" (I have not smoked).
Uses are pretty much the same as in English:
I did not smoke 4 out of ten days = no fumé cuatro de los diez días.
I have not smoked in weeks = no he fumado en semanas.

Si no fumaste nunca, pero en algún momento lo hiciste, puedes usar "nunca fumé... Hasta cierto día"
Si nunca has fumado, y sigues sin fumar, puedes decir "nunca he fumado"

Depende de la situación (y de la zona del español en que estés)
La norma general dice que el perfecto es un pasado acabado que incluye el momento actual.
Por eso "nunca he fumado" es más "absoluto" (incluye el momento en que hablas). "Nunca fumé" está indicando un límite anterior a "este momento".
Pero en algunas zonas de España y de Sudamérica usan más el indefinido en casi todas las situaciones.

You need to have into account that the use of both depends first of all on what you want to mean and also the country where you say it. The sentence Nunca he fumado is in present perfect, it's very usual to talk like that in Spain for example. The 1rst one is more common in other countries like the latinoamerican ones.
Having into account the grammatical perspective, the first sentence refers to an event that happened once in the past and never repeated again. The second one talks about an event that happened in the past but its result still remains to the present.
Examples:
Yo nunca fumé cuando era joven ---> I never smoked when I was young
Nunca he fumado y nunca lo haré ---> I have never smoked and I won't never do it
