What is a syndicate? Is it a trade union?
It was written on one of Cambridge English assesment buildings?

As Fee says, 'syndicate' means a group of organisations working together. In the past, Cambridge Assessment used the name University of Cambridge Local Examinations Syndicate because it was an affiliation of several different exam boards. The name isn't used much nowadays.

A syndicate is a group made up of multiple groups or individuals who have a common purpose.
For example, a group of banks can form a syndicate.
