what is factor 15?I have no idea about it.

Put on sunscreen with SPF 15 (that is, protection level 15), and put on some sun glasses.
It's probably just a funny way of saying, "get out and enjoy the sunshine".

Sunscreen (ie. sun cream) has a protection factor. Usually it's factor 15, which gives reasonable protection.
The shades are sunglasses.
