MSA/ رجل قوي او شهم
Dialects:
shami
رجال زقرت او زكرت
رجال ابضاي
رجال جدع
رجال شهم
egyptian
راجل جدع
راجل فتوا
you can say that without the word رجال او راجل

"Tough" has many meanings in English, therefore according to each meaning it will depend. Here are my suggestions to say "Tough Guy" in Arabic:
1- Difficult: رجل صعب - رجل صعب التعامل
2- Strong: رجل قوي
3- Strict: رجل حاسم - رجل حاد
These are my suggestions and may be corrected by any colleague :)
