Explain to me the meaning? Give a blind man eyes and he will ask for eyebrows

I understand it as meaning that people will always ask for more. Whatever you give them, they'll ask for something else. You would imagine that the blind man would be happy to be given eyes so that he can see. But in fact he wouldn't be happy, because as soon a he had one thing he'd ask for something else.
