Is this sentence OK?
(I mean there's nobody left in the building)
The building was fully evacuated due to a bomb threat.

Technically yes, but the use of the word "fully" in unnecessary because "evacuated" already means fully emptied of people.
Unnecessary words take away from the strength of your sentence. For example, read the two sentences:
I was really ecstatic!
I was ecstatic!
By definition, ecstatic means very happy or excited, so adding "really" is redundant.
