The correct question order is:
Will [auxiliary verb] it [subject] rain [main verb] ........?
Your version 'Will rain..?' has no subject, so it is incorrect.
The preposition can be either 'before' or 'until', depending on the meaning intended. Both are possible, but the meaning are completely different.
