You need to buy things, and, when you buy things, you pay sales taxes. You need to live someplace. Whether you own a place or rent a place, there are property taxes on that dwelling.

In this case "dwelling" is a noun synonymous with "place."

"Dwelling" is a generic word that refers to the building in which you live, be it a house, apartment, flat, condominium, or whatever. :) The author of the sentence you posted says that there is a tax on the dwelling (on the place you live). In the US, such a tax is usually called a "real property tax."
