He was required to FILE a few hundred words of editorial or personal commentary on some topic IN OR OUT of the news that week.

"File" in this context means "write and submit" or "write and send". Usually it refers to a journalist writing for a newspaper or magazine sending in their article.
"In or out of the news" simply means that the person in question can write about any topic, whether currently in the news or not.
