What is "only 4 easy payments of $39.99" mean?
I saw shopping channel on TV and it's showed some product "only 4 easy payments of $39.99". Does it mean that I have to pay 39.99 four month that I can get the product? Total pay 39.99*4 = 159.96

I agree with Michael that it's the way the advertising people put these things. (put= say/write/state)
I would like to add that the 'easy' isn't always so easy! Especially in times of economic hardship.

Yes - you got it right. Normally, they will give you the product following payment of the first instalment and signing a credit agreement to pay the other 3 instalments on a monthly basis.
"easy payments" is advertising-speak!
