what does 'target' mean in this case?
I have to translate an article about the decision of UAE to ban some BlackBerry services because government officials cannot access or monitor users' information. After translating the whole article, I started to translate the Headline but I'm not very clear about this: "UAE, Other Nations Target BlackBerry for Access to User Information". So what does 'target' mean here? Does this mean 'to control' or something?
to target = to focus on
a target is like a bulls-eye, or that thing you aim at when shooting a gun, or throwing a ball or whatever. the thing you're trying to hit. in this case, they're trying to reach (hit) blackberry with their actions.
