Iris, It sounds like someone with an Indian background is reading the story, I believe I heard few words in an Indian accent specially in the beginning.

My first impression was a speaker from India, and it turns out that the company (Appu Series) is based in Bangalore, India.
To give the speaker credit, her Indian accent isn't extremely thick but some of the vowel sounds give it away.

Wow, I have no idea. For a moment I thought possibly Irish, but it isn't. The YouTube video is from something called the "AppuSeries" which has an elephant icon, and Google tells me that "Appu" was the elephant mascot of the the 1982 Asian Games held in Delhi, so Indian sounds like a possibility.
To my U.S.-native ears it is a fairly strong accent, and not one that is well-known in the U.S.--or at least not to me.
