What is the difference between "naartoe" and "naar" and how do you know which one to use?

Misschien wordt het door mijn voorbeelden duidelijk:
1. Ik ga er naar toe. = I go there.
2. Ik ga naar Utrecht.
Ik neem de trein naar Amsterdam.
De kinderen gaan naar school.
Zij gaat naar huis.
In all of these 4 examples it is stated concretely where these people go to. Whereas in the 1. sentence "there" is very general.
