Est-ce qu'elle assoit sur le divan? (Does she sit on the couch?)

elle assoit = she is doing the action, she's mid air - not yet touching the chair.
elle est assise = she's sitting.
We use passé composé as we think the verb s'assoire is and action (a temporary state) so if you are sitting the action is finished from our point of view.
