Who's a snob?
Can someone tell me who's can be described as a snob?
PS: Have I write the question correctly?

Your question is very close, and it is easy to understand its meaning. A better version would be: "Can somebody tell me what type of person would be described as a snob?"
A snob: A person who believes that they are better than other people, often related to social class.
For example, if my mum refused to go to a restaurant that she associated as being a bit too cheap, I would call her a snob.
Another example would be: "The snobby man wouldn't lower his standards to sit in the cheap seats at the theatre, so he yet again insisted on sitting in the box".

A snob is someone who thinks the things they do are better than the things everyone else does. Or, a snob can also be a person who only does things they think are elite.
Your question is almost perfectly correct, but you do not need the 's after "who!"
