what's the meaning of "A soft refusal is not always taken, but a rude one is immediately believed. "
Could you provide an explanation about this saying? I couldn't understand it though I could read each word.

If you refuse something gently, people will think you don't really mean it and they'll try to convince you to do it. If you refuse something forcefully, they believe you really mean it and stop trying.
