difference between implement and execute
1. What is the difference between implement and execute?
2. ......violation of this principle can result in stiff penalties.
What does "stiff" mean here? I looked up the dictionary. It looks like none of those explanations works here.

1 Implement/execute - are synonyms "We implemented/executed the new marketing strategy"
Note "to execute" also has a further meaning of "to carry out a sentence of death".
2. "Stiff" - severe, harsh, high penalty. "The court imposed a stiff fine on him for driving while drunk"
