It's an idiom, and it means to have an unrealistically positive or optimistic view of something. If you look through 'rose-tinted glasses', everything you see is nicer than it really is. For example, we can say that people often look at the past with 'rose-tinted glasses', imagining that life in the past was better than it really was.
