书记:原指负责文件纪录或负责缮写的人员,但在一些政党和政党型社团中,是主持日常事务的领导人。社会主义政党的最高领导人一般称“总书记”或“第一书记”。在中国,由于执政党是中国共产党。所以各级领导占最主要的地位。譬如:一个市的书记和这个市的市长相比较,书记的权力更大。
秘书:是领导者、主事者身边的综合辅助工作人员和公务服务人员。他们以辅助决策,综合协调,沟通信息,办文、办会、办事等为主要职能,是领导者、主事者的参谋和助手。

书记一般是 party 的某一层级的 leader。
秘书是 leader 的assitant,这个 leader 可以是party的,也可以是政府的、企业的。
